Twice in Chapter 20 of the Book of Proverbs we find the mention of different weights and measures and a false balance. Why they are so important is because they indicate the very 'heart condition' of the individual.
A lawyer, who was a Pharisee, asked Jesus a question saying... "Master, which is the great commandment in the law?" "Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind. This is the first and great commandment. And the second is like unto it, Thou shalt love thy neighbor as thyself. On these two commandments hang all the law and the prophets." (Matthew 22:37-40)
It's the condition of the heart that God is concerned about. Verse 12 tells us that God has made our ears and eyes and knows what we are watching and listening to. Verse 27 tells us that "The spirit of man is the candle of the Lord, searching all the inward parts of the belly". It's God's 'flashlight' to see what's on the inside of us. Verse 11 says... "Even a child is known by his doings, whether his work be pure, and whether it be right".
So now what do we do? Verse 9 says... "Who can say, I have made my heart clean, I am pure from my sin?" Verse 22b tells us to "wait on the Lord, and he shall save thee". Salvation is of the Lord. Don't think that you have to be caught before you repent; just realize that you have been bought with the precious blood of Jesus that washes away all our sin. I John 1:9 says... "If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness."
When you see a king mentioned in a portion of scripture in a good way, this is an example of how our 'King of Kings', Jesus, is now in the heavenly realm. So when we see in Verse 28 that "MERCY and TRUTH peserve the king and that his throne is upholden by MERCY", that's exactly how it is in Heaven!
Hallelujah!
